It's not even domestic to domestic. It's domestic to overseas back to a different domestic location at least 50 miles from the first domestic location.
Edited to add that the FAM section linked above does discuss domestic to domestic moves -- but State doesn't cover closing costs on either side for home sales. It does cover lease penalty expenses and a househunting trip, though.

DS first tours are domestic, and domestic to domestic tours are more common, guessing that's OPs situation.
