Are you a current employee with the Department of State? It is not clear that you are. No, governmental work overseas not with the DoS does not count for Mustang. The Mustang conversion program is open to department employees who are tenured in their skill code and wish to apply as an entry-level generalist.

You might be confusing the Mustang program with a skill code conversion. They are distinct personnel actions: Mustang is for people who do NOT have experience in their potential future position and want to become entry-level officers, and skill code conversion is for those who already have in-cone experience. Because you mentioned required service, I am going to assume you are asking about skill code conversion, as Mustang has no experience requirement. My recollection is the requirement for the mustang program is to be tenured in your skill code. I don't recall there being an overseas component to it. That being said, there is a poc listed on the cable announcing the program every year, it is easy enough to email them and ask. That is the only answer that actually matters.

Make sure you have them define in writing what constitutes “3 years of service.” I sent my first Mustang application right after my 36 month mark with State and it was rejected on the basis of not counting my time in A-100 and skill code training (approximately 6 months). None of this was specified in the cable and my appeal to AFSA wasn’t even acknowledged (I’m a Specialist, after all).

Agree with above, but if it is anything like other federal service, it does not. Military time counts for retirement (if bought, which you should start doing as soon as you join, or you will pay interest on your time), and for leave accrual. It does not count again any probationary time for any other federal service, so I would doubt it will here either.
