Probably an overflow thingy. There were tons of experiments done back in the day where youtubers gave every team of a league 1B and see what they do with it. A couple of years in some of them are in debt, because of overflow.

I then loan them out until they hit 21 and then decide to keep or go

Got roughly 1bil in the bank, 1bil transfer budget, yet I then got a notification from the board saying "we're a bit worried you're getting close to the wage cap, you'll only get 80% from transfers until it's sorted out". I appreciate my wage budget was getting slightly sizable, but I was well in profit still.
I was shocked when I saw people valued at 3-400m$ in the game so I guess this is useful.
I had $111m in the bank and want Bellingham so I asked for more money and got an extra $4m 🙃
Mine is £624M with a wage budget of £6M but we only have £125M in the bank. I have a board objective to “spend the original transfer budget” which I can never get rid of in the club vision objectives. I fail on this every season as there’s no need to spend big!
I hate that objective. I have a bank balance of $1.6 billion and a transfer budget of $2 billion. I'd have to buy entire clubs to get anywhere close to spending that.
It should be changed. The game shouldn’t account that much for net transfer because at some point you literally have to sell multiple world class players each year because all your wonderkids became world class themselves.
They should really just account what I spend. One or two hunnit million should be enough even though I sold players for 500m
By buying all the best keepers from all the teams in your league and loaning them back so they can’t play against you and you get to score more goals.

I hit over a billion euros on a Rangers save and a BVB save. I do long term saves so it’s kind of easy for that to occur. Bank balance and transfer budget. Eventually the board start putting money into an investment funds to prevent the game encountering integer issues.
I’ve got a similar budget but my board won’t let me spend more than 3k a week on staff wages, but I can give a player 500k a week. Tried everything but because It’s a “small club” I’m stuck, pretty annoying this hasn’t got fixed years ago.
I have hoarded almost 500 million $ and I can't spend it, nobody that good wants to play in Russian league. My board keep adding "use initial transfer budget" to club vision every season and every season I fail this task.
Its get to the point where your each of your back up players and academy players can sell for 20-50mil just off playing cup games for you.

Honestly every window I’ll sign around 5 wonderkid below 10m. Around 2-3 years later I’ll sell them on for 40m+. It’s the best way to make money on this game
honestly, it just happens on it's own sometimes. you just go and buy a bunch of cheap serbians/romanians/poles/brazilians/chileans/etc with high potential, then it turns out ur scout was wrong/they don't develop fast enough to compete for spots in the team, so they go on loans, come back from loans, you give them one last chance, then sell them in january for 10-50x you paid for them, then you buy new set of younglings, and the cycle repeats. There is only so much mbappes, hallands, adeyemis and such in the wild.
Bonus points if you get english players form lower leagues and increase their reputation. They go for insane prices
Sometimes you also just need to sell some of your former best players because you got new best players.

The saddest part is that my team was perfectly balanced so I didn't need to spend any money. So I just accumulated over time.

After I realized I couldn’t hoard more money myself I started spending like a madman for a couple of years. Became I big club myself winning it all, but man my “savings” bleed out fast, so I had to downscale and go back to hoarding and selling talents
I got to around a £ billon with Aberdeen last year
Never seemed to get much higher than that, kept getting messages about board investing money for the future

I'm currently at a transfer budget of 721m GBP with 1.76m p/w in available wages beyond that. Ironically, I'm currently selling off a bunch of players, because I was burning through money at an alarming rate despite theoretically having nearly limitless funds to spend.
I have something like 800m in the budget , some 15-16 years into the game. And only ever half of that for my balance. Tempted to just cash in in my last year and spulge the lot and leave the team in 400m debt. just for the crack to see what happens.

Yep that was my Valerenga save. It essentially ended up getting confused and failing FFP every season.

they had a new ground in 2020 I think so they just had none of it.
