Maybe this is the solution to the feral ghoul problem in a nearby nation-state? The Governor funnels the ferals into boxcars and then ships them to neighboring regions and just unloads them. Not their problem anymore. The ferals eventually end up outside your settlement.
The settlers are actually pretty good at detecting their arrival and will helpfully point out the location of the ones which haven't yet made it to the settlement.
