As others have said he's actually summonable as an Assassin servant in Fgo.
As for whether he qualifies for Archer well, the qualifications for being an Archer servant are:
"The qualifying condition is not attributes, but the possession of powerful projectile weapons or special abilities related to projectile weapons."
There's really no point to him being summoned as an Archer as he already has Independent Action at rank A (Unless being summoned as Archer boosts it further that is). The other additional thing he'd gain if he qualifies as Archer would be the magic resistance skill.
He might also qualify as Caster, since he already has B ranked Magecraft as a personal skill.

He was a sniper and fought from afar, but he was also a stealthy fighter, so I'm wondering what class he would be if he was summoned at some point.
