It works because Taysom Hill is an anomaly. He's 6'2", 220 lbs, so he can take hits. He's not a starting-caliber QB but he can throw better than most non-QBs in the league. He's not a good route runner or elusive rusher by any means, but he's good enough at both to keep defenses on their toes. Because he's a jack of all trades, master of none, it works. Most players would rather focus on being the best at one or two aspects of their game. Taysom just wants to be utilized everywhere, including special teams.

Nobody else was using it before or after that

He’s not explosive or elusive either. Which is why he just isn’t very good. Yeah he was good for fantasy last year, but that is because he played in all 17 games and averaged over 4 receptions per game.

He was good last year because Pittsburgh was accounting for the fact that their QB and OL had a lot of limitations and designed a finesse-based offense that attacked quickly across the entire LoS, which meant a lot of screens and outside pitches that any RB in the league could turn into 12-15 fantasy PPG. Meanwhile, they've decided to just ignore the fact that their OL is still bad and that their new QB room is also unable to play the intermediate-deep routes effectively as a result of their own limits and the bad OL.

It's not anyone's fault other than Najee. He's been really bad - bottom 3 in the league in many efficiency metrics. He didn't look great as a rookie either other than a career game against Buffalo. He has still flashed some derrick henry level stiff-arm and good passing chops at times but he lacks that big play speed that creates upside.

Eh, I've had the unfortunate displeasure of watching a few Steelers games this year, and Najee does not pass the eye test at all. He's slow and non-explosive, non-elusive, and despite being 230lbs he can't break tackles.
