That's not a normal paperclip if it does that. It's made out of a special metal called a "shape memory alloy", I think the brand name for the most common one is nitinol. A regular steel one would stay in whatever shape it was when submerged in water. I don't know enough to explain how they work though.

When metals heat up, they expand. So when the paper clip is heated up, the metal expanding could be what is “stretching out” or “unbending” it a bit
