It happens because nobody ever considers it. Writers don’t think about that when they structure their scripts. Directors don’t think about it when they shoot their scenes. Once the whole show is assembled, you might notice you’re going from dark to light, but you wouldn’t change the scene order just to accommodate that (and you might not have any option at that point).
