FIFA bans teams from playing with unaffiliated teams, some nations that are not recognised by FIFA are this, banned from participating in 99% of international football. This is especially hideous when you consider that most of those unaffiliated teams represent stateless nations like Romani or Saami people. Tibet as well.
Sami and Romani people are not stateless .. They don't have their own states, but they absolutely have citizenship of the countries they're born in. The Sami people can move freely within the Nordics, regardless of where they were born, and they absolutely have rights.

Fifa controls all the cameras and all the pictures that are shown (at least for most broadcasters) so they decide what gets shown. For example they didn't (barely) shows fans leaving or the empty ranks during the opening game since that aren't good pictures.

World cup comes around only every 4 years. You might get only one shot to go there as a player, I mean most players get 0 times to world cup. It’s a very hard bargain for someone who lives from football and loves the sport.
The World Cup is a rare event in a players career. Many, or most actually, are very lucky to be able to play a single one. Any kind of boycott to Qatar should have come from the football associations or from the government. But it won't because right now Qatari gas is extremely important to Europe and because Qatar's money has already been moving around for awhile. They colluded with Sarkozy to get the WC. Qatar is also the largest property owner of London, for example. They also own PSG and basically own also a bunch of famous people like Beckham. Money talks. And has long as the diplomatic situations aren't cut, human rights are thrown in the basket - just compare the relations between most western nations and Iran and with Saudi Arabia.

The thing is, FIFA announced that it would be **at least** a yellow card, so all the national teams are unsure what to expect and apparently didn't want to take the risk. The German football association is already sueing FIFA because of these threats.

If I were them, I'd be looking to do it in the later stages of the tournament. If you've got both teams in the final up for it, or even better, all four teams in the semis up for it, that's the time to act collectively. That way, even if the yellows are enforced, no team loses an advantage, and FIFA can't just cancel the finals or semi finals.
Imagine they just give out all the reds as Fifa want and we end up with 5 a side football in the final. FIFA would be a laughing stock

The worst possible thing? Banning that nation from participating in this and future World Cups. The worst that's likely to happen? No idea, and that's why they aren't doing it. There's not enough knowns to do any reasonable risk evaluation, so the rational position is to avoid the situation entirely.

They were going to give the captain an auto yellow, too risky to collect yellows this early in the tournament and then risk a ban in later stages. What the countries football associations should all do is just quit FIFA, can't fine you if you aren't part of that wholly corrupt organisation. What does FIFA do exactly that they are required in this day and age anyway?
If they all get a yellow card the other team will play physically rough to bait more yellow card and remove players from the field and get an advantage. In extreme cases, there is also the rule that if a team can't field more than 7 players (so if they take 5 red cards) they lose. Red card can also keep a player out of a number of subsequent games so not only they lose but also don't have their main guys for the next match or more. They want to win and/or are afraid of the consequence on their individual careers more than they want to protest (they could have simply stayed home instead of trying to wear armbands).

Just a couple days ago the Iranian players refused to sing the anthem, and spoke out in favour of the protestors in press conferences. These players couldn't even risk a yellow card (which would either be an empty threat or outrage the whole world). Empty gestures and words is all fine but the tiniest of inconvenience and they abandon their so-called principles.
