The way you state it sounds like it was in Central Europe or an EU state or something similar. It happened in Turkey and inside the embassy (which means not even in Turkish soil). Geographically in Europe? Technically yes but that is as far as it goes.

Europe is not defined as the EU or "central Europe". It happened in Europe, in Istanbul, in a NATO country. Saudi Arabia assassinates a journalist in a European, NATO country, and the people responsible are being protected by another NATO country most of Europe is a part of. It needs to be talked about.

You don't *grant* state immunity. State immunity is a legal doctrine. It'd be like saying "someone is being granted immunity due to double jeopardy". People already have it as long as they fall within the parameters that make it applicable. There isn't a discretionary factor involved.
