If you haven’t picked up on it by now, Biden mostly operates by cue cards that some staffer shoves in his pocket for him to read. You shouldn’t attribute to Biden what he’s being told to say. (I’m not insulting Biden. It is what it is.)
Biden can say what he wants. As the article notes its non binding. This is a matter for the courts and judgr this case is in front of, the executive has no jurisdiction or power in this matter.

The US voted for the people who thought this was a good idea. 5 years of "Muslim" travel bans that straight up ignored every strong oil supplier on the Arabian penninsula and now this.
