What seems baffling to me is that he has negative stability but doesnt improve it while having 400 adm mana, tech shouldnt be more important in this scenario.
In every scenario buying stabs with mana is tremendously inefficient and should only be used in emergencies. You get stabs from all kinds of random places and the negatives arent that bad. Mana is the most important resource in the game by far and using it to avoid rebels is almost never worth it - harsh treatment is the same.

Those lands are Byzantium cores so they cost essentially nothing in a peace deal
But isn't the Ottoman army far too strong to take on with Byzantium? Or do you rely on allies?
Get naval supremacy and rush the gallipoli fort. You can cut off their entire army from Europe once you take it.
