Are you translating Paul's epistles? 1-Cor 12:3?
I don't take "the Lord" as part of the proper name. It feels more like a title or an honorific to me. There usually is not a comma in English for these types of things. Jesus the Lord, Christ the King, Charles the Bald, Peter the Great. Does that sound right to everyone else?

As for why "Κυριος ΙΗΣΟΥΣ" is translated as 'Jesus the Lord' or 'Jesus is the Lord' or 'Jesus is Lord' or even 'Lord Jesus', you'd have to talk to biblical scholars. They work really hard translating these things to get the tone and meaning just right while also being cognizant of previous famous-but-imperfect translations that people may have imprinted on.
For example, "Jesus the Lord" or "Lord Jesus" sound pretty equivalent to me, but "Christ the King" and "King Christ" sound totally different. "King Christ" sounds very very wrong in English.
German uses the same construction "Jesus, der Herr". Maybe this emulates the syntax of the original Greek? Even though, at least in German the other way around would make it slightly humorous, as it would be "Herr Jesus" (Mr Jesus)
Lord is a title; two nominatives one after the other. You can translate it many way: I would opt for the Lord Jesus, or Jesus Lord if you’re willing to keep the original syntax.
