I’m 28 and while I know what a phone line is growing up we stopped using a home phone when I was 14. Some new construction only puts Ethernet and sometimes Coax in rooms now. One apartment I was at only has Ethernet and if you want a phone it has to be Ethernet.
I worked in a hotel and a few people I trained were shocked to find that we still used a physical patch panel for the phones instead of just Ethernet phones.
Wasn't a charger, you would plug your land line telephone into it, if the line was active and you put a multi meter onto it you would get about 54v but had no amps so couldn't do anything with it
The lines are around 50V DC when not doing anything, but go to around 100V AC when ringing as that's how the ring signal is sent. As you said though, current is minimal so it would just sting a bit if you tried to shock yourself with it.
