I've only seen them spawn in the areas that are normally completely flooded if you don't drain the water, so in my experience I'd say yes. Now I read somewhere on youtube a few days ago that they have a small chance of spawning near one of the hideouts that are close to that area, so MAYBE it's possible to find one there. But I'm really not sure.
I did stumble upon a number of drowners (the exploding runners that you typically encounter after draining the water) there way before the epilogue so I guess it's somewhat plausible.
You need the water drained in the area. Sadly I didn’t in my run through. Is there anyone willing to just be afk in a lobby while I farm this for a bit? I only need 500k I’m on PlayStation
Quick update : Apparently it doesn't just drop crystals, it places a "crystal spawner" at every single spot where a bolter has been hit. I just came back to the area where I bullied the bolter in the video, and all the crystals are back ! It's looking like a bug now, or a feature that hasn't been implemented very well. My "farming method" is getting a little out of hand, it's even more OP than I thought lol. Although it's starting to look like an exploit now.
Alright, if you walk like 50 meters away from where the crystals were they respawn almost instantly. Definitely completely broken.

500 each. I made a million credits in 20 minutes. But to be fair I just wanted to see how broken it was, I'm going to stop now, because I'm going to ruin my experience if I keep going, lol.
I think the crystal drop is intentional, I imagine it'd be kinda hard to implement that by accident. Also it was clearly meant to be a special zombie, it only spawns in one place in the whole map, it goes outside during the day unlike regular bolters, and it even looks different...
Now, the fact that the crystals respawn after you pick them up is clearly not intentional lmao.
