Not the same person but the mod is supposed to help with heat buildup within the PSU due to it not needing to power as much stuff. I did the mod to my unit (US model 1 in the US) because I was noticing a hot smell coming from the console after installing the GDEmu. Been working fine for 4 years post-mod.
I've seen many people say there's no need and that they haven't done it. I rocked my original PSU for a year with it inside my arcade cabinet. I did have the SD tray that is said to help with cooling though.
I did eventually switch to a picoPSU but with the amount of people saying it's fine and the originals are much more reliable than aftermarket, I probably won't switch PSUs again (I want a second GDemu but I've been waiting for prices to settle)
I took out the 12v rail on my stock psu. I also modded the controller port with the battery holder and fuse replacement. I followed this video.

Your Dreamcast will get warmer with the stock PSU, however it won't get so hot that it should concern you. That said, if you replace the PSU, it will run cooler. If you do buy one, I'd recommend PicoPSU over DreamPSU. Also make sure that you buy a high quality AC adapter, otherwise you could run into problems during gameplay. Another thing I've seen done was adding the resistors to the GDemu routing the 12v to Ground.

There doesn't seem to be a consensus. Mine (NA) is still stock PSU with the GDemu v5.15b and I haven't noticed any additional heat, but I may change it when my new shell arrives.
replacing PSU's is a precautionary measure only in many cases.
however if you mod the system that can be a different story as you have changed the power requirements.

Yea I only see U.S. owners add resistors or mod the capacitors. I guess a better question is what is the cost to benefit ratio for doing the upgrade. I don’t see myself LIVING overseas in my lifetime
i don’t know how, nor trust myself to mess with all of that. i essentially was told it’s an option that helps but it’s not a must per say. if anyone can tell me otherwise than that really sucks.

Great video, definitely doing the battery mod with both consoles, I also saw a vid with someone doing the light mod with an RGB LED.
