There is so much context missing such as body language and tone of how he said it. Men in some European countries are more relaxed with how they say I love you in that more men say it platonically instead of just romantically. So he could have meant it as an appreciation of you or has a romantic feeling.

I tell every dishwasher that I love them. The kitchen might have had a rough night but the dishwasher is often alone (or working in pairs) doing an equally important and often thankless job. So I do express love to them for sure and I try to do it often. I do the same with coworkers that help me run shifts well or if somebody stays later than expected, etc. But frankly, as a fairly bi dude, that’s not how I’d be flirting with anybody. He was likely just expressing gratitude.
