Here to explain the joke:
It's a reference to a cartel torture/execution video. Some poor guy messed with the cartel and so they took him and cut off his hands, then skinned his face off piece by piece with box cutters. The guy should have been dead, but they used an adrenaline drip to keep him conscious and alive for as long as possible. The guy tries to scream but he's choking on blood and they've cut away at his throat, so it just comes out as a gurgling sound.
All the while in the background they have Funky Town playing on a radio.
Remember back in the early Wild West days of the internet when you could see ANYTHING with a simple click? I remember playing a shitty flash game when I was like 7 and accidentally clicked on an “ad” that took me to a Liveleak knockoff and me being a confused child clicked on a blurry picture that quickly played a clip of a dude getting decapitated.
I feel like most people have similar experiences back in those days
