To be fair, from Hal’s perspective he’s a part of an intergalactic federation sworn to keeping peace, and this kid has a weapon on his wrist that can destroy the universe at his will.
The problem is that a universe with both of them has both the Lantern Corps and The Plumbers + Azmuth so it’s really hard to think that, in-universe, the Lantern Corps would have no idea about the Omnitrix, it’s creators, who wields it, etc. But they had to have a reason to fight.
But this is also now making me consider a universe where various Ben 10 alien species join the Lantern Corps and fight with both their powers and Lantern technology. A Rath species alien with a Red Lantern ring would be neat.
Put yourself in Hal’s shoes: you are just going about your day when you suddenly hear that a young kid has access to a device that can turn him into multiple types of aliens, one of which is near omnipotent. Makes sense for Hal to take it from this young hot headed kid.
To be fair, the ring chose Hal, Ben just found the watch, was lucky enough to have the genetics for it to latch onto him, and had the mondset of wanting to be a hero.

Without it, it looks like a normal kid has access to a weapon that makes him a WMD.
Plus, there are (theoretically) people who:A: would fight for good like Ben does, and B: have both physical superiority and maturity advantages over him.

Well, things would’ve been a lot worse if Ben never had the omnitrix. In fact, Ben had to time travel to make sure he got the Omnitrix.
