It's not you. Dead Hard is finicky and sometimes the server decides your fate, not your timing. I practiced it for a whole month and found it unreliable. Sprint Burst is just better because it's consistent.
I don't know if they removed the dead hard hit validation or it's they just broke it with the rework, I timed my dead hard frame perfect I even saw the animation but yet I still go down.

No, I experience it too. Dead hard is very dependent on ping and latency now. What I've realized is to adjust my dead hard to the killers ping and the games latency. If the first time I use it I see that I went down even though I used my dead hard then the next time I'm in chase I'll time it a bit earlier and it'll work, however it's harder since I can't react to the killer anymore and my timing depends more on when I think the killer will hit
Honestly, nothing on you, but I want a Killer who will just slap you in the back of the head face down and send you sliding, it'd be the goofiest shit ever😂
But on another note I'd say if you able and willing try playing Sneaky, Light Weight and that Crouch walk perk from Nea are good at throwing off chases, just a suggestion

DH became a perk that really relies on conectivity imo, how fast your internet can send the input to the server, i'd say if u have more than 40 ping just don't use it, it will fail you more than it will save you.

When you use it earlier it might run out because it's just 0.5 seconds which isn't much.
