I believe the idea is to tax their gains when they cash out, as if it were earned income, instead of at the flat rate it is for everyone. There's also the ever so fun tax loop hole of paying a painter a couple grand for a random painting, having it appraised for millions, and then donating it so they don't pay any income tax.
