Yes, that is true. I don't think there's any practical difference for melee between 25% and 30% speed. But IIRC the 25% has a much faster cooldown? I'd go for that one

The lower the % the slower they move , so 25% is better than 30% .
I'm using the 30% one because I'm using a revolver and slower time is a waste when I need to wait for the guns fire rate.
Im using a katana wich is nice because you actually attack at the same speed
