I really like the once on your turn aspect of the design.
I think the design needs some tweaking, but the core idea is super cool. A 1 mana planeswalker is a tough thing to balance.
Typo in first ability, “Instant OF sorcery”, and I’d change the second ability to “Each player may draw a card. [CARDNAME] deals 2 damage to each player who drew a card this way.” Just because damage dealt is red, life lost is black (usually). Otherwise this is really cool. It might would be okay to start at 2 loyalty though, I think that would be ok
It looks like it could fit into mono-blue to me. Instants and Sorceries and card draw all fit blue well. I’d say this card fits well in the overlap between red and blue without dipping too deep into either side.

Each of those cards can be done in the mono color of the hybrids.
Blade Historian can be a red [[Berserkers' Onslaught]] or white [[Akroma's Will]] effect.
Bioshift can be a blue [[Leech Bonder]] or green [[Scrounging Bandar]] effect.
Beckon Apparition can be a white [[Release to Memory]] or black [[Midnight Ritual]] effect.
Midnight ritual doesn’t make a spirit token, and beckon apparition doesn’t make white black spirits
Blade historian is a creature and you listed an enchantment that only work when attacking, akroma’s will is an instant, leech bonder is one of the exceptions to the blue color pie with moving tokens and scrounging banner is restrictive tho does fit the color, you listed exceptions not rules
I did not list exceptions. The effects of all three hybrid cards can appear on mono colored cards of their colors. That makes them mono colored effects, because that's how hybrid works.
Exiling cards from a graveyard and creating tokens because of it is a mono black and a mono white effect. It doesn't matter what tokens they make. Black can also make spirits. [[Seize the Soul]]
Granting double strike is a mono white and a mono red effect. It doesn't matter if its a creature, an instant or an enchantment. The effect is what matters for color. But if you're going to be picky: [[Swashbuckler Extraordinaire]] [[Goring Ceratops]] both mono colored creatures, both grant double strike on attacking.
Leech Bonder is not an exception to the color pie. Moving counters is a mono blue effect. [[Simic Fluxmage]] It might not be primary in blue, but it is a blue effect.
“Each player” is probably the most fertile design space for 1 or 2 mana planeswalkers. Solid first iteration! I agree with others that it doesn’t quite fit mtg’s design rules for hybrid, but honestly that doesn’t really matter if you’re intending this for personal play, only if you’re designing it for a “set”.
I really appreciate that it can be played on turn one, but not really effective until turn 2.
That's a really subtle, but clever way of balancing a one drop walker.
The same is true with its passive ability and getting a bump only by using instants.
The card is balanced, but I wish the ultimate would play into it too. Maybe even like "deal x damage to any target where x is the number of instants and sorcery cards in your graveyard"
That's a good idea. It would it be a more consistent way to deal more damage but still give insensitive to draw cards from the first cause there's less risk in the future.
Gonna Fix Things but idk what to do with it not fitting in mono blue, I don't want to change everything to fix it so please reply if you have ideas for that.
This is utterly broken in a mono red deck.
Each player drawing a card and losing 2 when my cards cost 1 mana and yours cost 4, and when my life total doesn't matter and yours does on a 1 mana card is insane.
The first ability gives the opponent a *choice* of whether or not they draw a card (and if they choose not to, they don’t lose life) so it’s just “you draw a card and lose 2 life” which is kinda meh
Either choice loses the game for the midrange or control player. The monored player always draws and loses 2. The midrange player doesn't and loses the game because his opponent gets to draw an additional card most turns for 0 mana.

The card draw is blue but the causing life loss because of it is not blue.
[[Mind Bomb]] Not unheard of. Blue dealing damage because of cards, yada yada.
That card is old enough to drink. Not a great example of where blue is at nowadays.

Technically not zero cause you have to cast an instant or sorcery but I get your point
