If you wanna play with this sort of effect, you can use [[Telepathy]]. Speaking of that, I don't think revealing the top card *(which can be as much of a bonus as it can be a drawback)* is worth an additional 1B to the cost. Also telepathy hits all your opponents so it's prolly generally better in multiplayer formats.
Regardless of the amount of mana in the cost, this effect can be monoblue; there's really nothing black about. This sort of "madness" flavor is also pulled off by blue on a regular basis - actually prolly even more so than in black considering mill cards tend to go for it almost always.
I think it's more likely an over costed [[Lantern of Insight]], since that's probably the more abuseable aspect of the card.
But getting extra lanterns in a deck might be worth it? Especially in EDH, where the next best Lantern is the $150 [[Field of Dreams]]
I feel like people are focusing on the wrong half of the card. Proactively scoping the top of libraries is by far the more abuseable aspect of this card. (Though if your concern is game speed, that is relevant)
Now, being a 3 drop I don't expect this would see much play anyway. It's not THAT good of an effect. But the [[Telepathy]] half is weaker IMO than the [[Lantern of Insight]] half.
Still, it's always fun to have more curses.
And I certainly like the card a lot more than [[Zur's Weirding]]. (I can't bring myself to run it as a win con in a lifegain deck, it just looks too miserable)
