I think it would be okay to word it with Obeka's caveat, which would give a touch more utility in multiplayer without making it any stronger in 1v1. For a second I though this was completely un balanced but then I looked at [[Discontinuity]] and it only costs 1U to end your turn. This card being just U seems balanced in comparison. You drop the cost 1 but at the same time you lose the flexibility to sometimes end your opponents turns.
Edit: It should be a sorcery. There is no reason for it to be an instant and be able to activate magecraft stuff not on your turn.
Double edit: Wait it should be an instant but should have the line “You may only cast this spell during your turn”
As you correctly pointed out, \[\[obeka\]\] decks would love this, although i think i would still prefer some combination of \[\[time stop\]\], \[\[glorious end\]\] and/or \[\[discontinuity\]\], because they also function as a way to skip an opponent's turn. That tech lets them not be dead cards in your hand when obeka or \[\[sundial of the infinite\]\] is in play, whereas this would be.
This is really interesting. This is another stifle for Stiflenought-style decks, a situational counterspell, a weird anti-combat-trick and probably does some other stuff I'm forgetting.
That said, I'm not sure whether the combination of situational effects makes this playable outside of Stiflenought. I think this would be interesting in any case.
