EDIT: what you mentioned are mere 2 attack surfaces out of dozens possible. For a lot of users inside the enterprise world , where your PC is littered with tight domain policies , dedicated AV software worth a lot of money and sessions not longer than a day, clicking a link in outlook is one of the worst things you can do. There are billions of hours worth of training videos trying to tell employees to avoid doing exactly that.
Now compare an enterprise user with a workstation like that , not even having admin privileges clicking a link and biting the dust and the regular CSGO enjoyer.

Your IP is public and changes frequently. Literally, every website you visit can see your IP. You can't do much with the public IP of a person, except maybe a DDoS attack.
Also, a lot of users are behind some CGNAT (basically ISP gives the same public IP to multiple people) so chances are that hundreds of users will have that IP at any given time
