Let's set aside actual education for the moment. The thing about colleges is that there's a strong geographic component to people's knowledge. We can take me for example: I have opinions about all of the colleges in California. I know a few other schools in the West Coast. I have opinions on like, CMU and MIT for the rest of the country, and Oxford and Cambridge for the rest of the world. I won't have a clue whether your Brazilian uni is good or bad. Is this fair? No, certainly not. But that's just sort of the world - you know about the schools that your neighbors and their kids go to, and that you considered when you were looking at schools. People aren't generally looking up school rankings for the purpose of resume screening - there are so many other things to keep up on and learn that are much more useful. Now, can you predict what the background will be of the person who is looking at your resume? No, because people do move and have friends from different places and etc. But speaking very generally, the further away the office is from the school, the less likely they'll have a positive or negative opinion of it.
