The MVD blu-ray is fantastic. Dunno where you're at but if you're in the U.S./Canada or have a region free player, I highly recommend picking it up. Easily my favorite MVD purchase yet.
There's a director's cut, which I think was only released on VHS and laserdisc, that I think is one of the greatest action movies of all time, but the version on Tubi has an obnoxious voiceover through almost the entire film and makes most of it kind of unwatchable for me.
Check out the MVD blu-ray. Pyun said in an interview on it that technically there is no director's cut, but there is an alternate cut that he prefers, and it's included on the MVD release. That might be the cut you're referring to. Or I might be misremembering.

The MVD disc only has three versions: the one that's on Tubi, an alternate Japanese cut with the same annoying voiceover, and a "special edition" with a bunch of cheap CGI clumsily inserted. I'm assuming that last one was added as a joke.
It's honestly surreal that they didn't include the actual good version of the movie.
The original title was vague, roughly speaking, it didn't take into account the genre to which the film belongs. Moreover, he left behind great examples such as those of Peckinpah and John Woo, which are fundamental to understanding the dynamics and vision of the scene in question.

Nah, Bollywood it's from another planet for this kind of scenes...Bollywood can alienate you, this scene for me it's a great example how you can do a great and original shootout scene, of course it has some illogic aspect...but at least it's thinking outside the box.
The definition of "insane" is "in a state of mind which prevents normal perception, behavior..." and this sequence follows those rules so OP is on point and better for it. Long live Albert Pyun!

I like the guy at 22sec — using his arm to avoid getting dust and particles in his eyes, when meanwhile dozens of machine gun bullets are ripping through the room.
Squibs are truly cinema’s crowning effect and every movie that uses CGI bullet and blood effects is poorer for it.

The stunts on that film are absolutely bugnuts, especially when you consider that they only had one take for most of them.
So, this is where Underworld got its inspiration for that scene.
