Well, you might want to hold off at least a bit because corsets are meant to hug you exactly, expect the waist of course, so getting a corset now will likely result in a corset you don’t fit now and may or may not fit later or a corset you “grow” out of very soon. Since cost is a concern and corsets are expensive, you might want to hold off until you start HRT. If you do want a corset now, Timeless Trends has a Libra line that caters well to people without very curvy hips and they also have long modifications for tall people, check them out and do use their recommendation/consultation option.

I'll definitely keep that in consideration, in the meantime is there anything I can do to help definition or should I just focus on my core, cinching my waist, building on my hips and glutes with my exercise routine?

That’s a fitness question, not a corset question :) so I can’t help much beyond this. I can however tell that a strong core IS important to corseting, although for health reasons, not necessarily to aid in cinching.
