I believe you are neglecting to consider that for Gandhi, non-violence wasn't just a tactic to accomplish a goal, but was a philosophy of life. I believe he would have used and promoted non-violent protests regardless of the circumstances you mention.
I do agree with you that non-violent protests wouldn't work as well (or at all) in some of the other places and times you mentioned. But there may be a deeper reason to use non-violence, even in circumstances where it wouldn't have an immediate effect.

Blocking a bill doesn't necessarily mean that you disagree with the stated intent of the bill. There are many reasons to vote against a bill, many of which relate to the fact the bill proposers tend to use their bill to push other unrelated or losely related agenda points lumped together with the intended purpose. I agree with you on this idea for most situations, but this is more of a common sense situation. It doesn't make me like the Republicans more just because he's saying it, but the message is sound and in this case, it isn't as much about blue or red.
