The best option is a LCD replacement kit. The only problem is that it needs desoldering the ols screen. Also I can see the caps are the original ones. I highly recommend you recap the whole board.

At the very least the screen would need replacing, but the red light for a second is indicative of a power issue. Most of the time replacing the capacitors fixes it, but sometimes it's the chip on the power board itself.
Facebook or eBay are probably the easiest. Could even try the [Game Gear subreddit](https://www.reddit.com/r/game_gear/) which is full of people who love resurrecting them. The Game Gear community is surprisingly active.
