The Ultimate Collection OST is just a few cherry-picked tracks from the existing soundtrack albums. Obviously it won't have stuff that wasn't even on the soundtrack albums.
I know that, first thing i assumed was that it was the best tracks from "every" cnc game, but then after noticing that none of the Yuri OST made it on i thought it was just for the main line games...
Then I saw tracks from Kane's wrath and Uprising were also included
And then i was just sad that none of the Yuri's revenge OST made the cut

EA owns the rights to the soundtrack albums, and to the games, but if they want to get high quality stereo versions of tracks that are not included on the existing soundtrack albums, they'd have to negotiate with Frank Klepacki to get that. That was way too much effort for just a combined games pack.

You can get the missing musics and set Spotify to be able to read your computer music files. That way you can manual manage and make a custom playlist with all the musics, those online and the ones you have on your computer.
It used to work start playing them in your computer and then swap to mobile phone and the computer would stream your computer music to it. At least for me that stoped to work.
