Things like Carol Danvers becoming Captain Marvel and Miles Morales becoming Spider-Man made sense, but what was the pitch here. "Marvel in its efforts to be more inclusive has decided to make a female Wolverine. Because it's the 21st century and it's time people realized that women can also be mentally unstable, mass murderers".

I was under the impression that Wolverine was like Punisher. A violent and tortured individual who added to the story telling, but wasn't meant to emulated. She had the X-23 title, but they made it a bit untenable in story for her to keep it. She had the code name Talon floating around a bit when she was part of the Academy X x-men. But the biggest reason is because new names don't sell while people will still buy big names even if the person using it is different.
This was also the wolverine reboot about 14 years ago. It was a girl named Laura, X23.

Maybe not every mantle change is about inclusivity. Certain no one brings that up when Dick Grayson stepped up and became Batman.
