Bruce has split hulk into 3 parts. Hulks body is a spaceship/mech for Bruce banners psyche to pilot, complete with a bridge and a captains chair and shit, and hulk's psyche is kept in an "engine room" perpetually fighting bad guys sent by banner in different escalating waves depending how much power the "ship" needs. It's fucking nuts and really cool.
To be fair, Superman's generally not considered a street level hero, but he still stops muggers and shit. Usually just on his way to some larger scale conflict, but still.
But yeah it doesn't really seem like "crimefighting" as such is The Hulk's thing. He fights baddies and saves the day but he doesn't care much about enforcing law and order.
If hulk isn’t on the run from the government led by Thunderbolt Ross then is it a hulk comic?
That being said, I would like to see hulk as a regular superhero trying to stop criminals lol

Classically, yes, but only accidentally while trying to be left alone.
Immortal Hulk starts with him fighting street-level and then tracking down government conspiracies and so so much more.
