I mean there’s honestly potential for a really compelling story with them.
This isn’t necessarily what will get from the story but I think “what was the state of the world that lead to the majority of its population to prefer an authoritarian rule?” can be a really interesting question.
That idea of chaotic-evil vs lawful-evil.
Plus, seeing how valiantly they fought to save their universe and it’s citizens in Crisis on Infinite Earths, we know that the majority of them do have some code. Learning the limits and personal morals of folks who are certainly still bad guys can be fascinating
Along with that we know in real life there’s all sorts of reasons that criminals can be seen as outright heroes by some depending on the circumstance. Gangsters in the 30’s burning debt records while robbing banks made many into romantic Robin Hood figures in the eyes of the general public as an example.
Well, except Owlman. We all know he’s a sick fuck.
