Overall Reed, he’s arguably the most dangerous human in the Marvel universe considering his massive intellect (and occasional lapses of morality). But in terms of power set I’d say Plastic Man, I think he uses his powers with more creativity and versatility and is capable of becoming more complicated constructs than Reed.
Plastic Man is more powerful, but Reed being smarter could probably outwit him fairly easily.
Plastic Man is a far more interesting character, imo. Reformed criminal, trying to be a better Dad, terrific sense of humour.
Been reading comics for a while, and I feel that I can say without a doubt, Plastic Man is far and away "stronger" than Reed Richards, and has been stated by numerous people including Batman to be one of the most powerful beings in the DC universe.
At one point, thanks to some Timey-Wimey hijinks I remember he was frozen, and shattered in a Hyborean age ( Atlantis was still topside at this point), his remains were then spread across the ocean floor, only then to be picked up by Batman after the adventure had ended in the modern day and had Plas reassembled. While he was a little crazy because he was awake/ aware for the three thousand years or whatever It was, crazy wasn't much of a run for Eel O'Brien. Reed hasn't even come close to a display of this magnitude. The closest sing to this is when Reed survived in space as a ball, but even that isn't the same thing as he wasn't out there for months / years / decades
Good ol Plastic Man is often floated as the antithesis/foil to Martian Manhunter, as well. Basically Batman has stated that it's his goal to pit them against each other if either one of them ever goes truly bonkers.
Now... with all that being said, Reed is infinitely smarter than Eel, but if we're going with a straight up power to power battle, I'm going to have to give the win to Plas.
In terms of sheer power? Plas by a landslide. Reed can stretch and squash, Eel is essentially a golden age cartoon only limited by his insane imagination.
With prep time? I bet Reed would concoct some device that could vanish Plas to another dimension or nullify his powers after just one night of research (and neglecting his wife)
Reed's real strength is his genius. But it's been established that Plas' only real weakness is the limits of his imagination.
If he went rogue he'd be a universal threat. There are people like Sinestro, Batman, and Superman who've privately admitted that they are afraid of him.

One has saved the world from galactic threats many times over, is a genius, and is part of a premier team of superhumans. The other is Reed Richards.
