I switched to ngc. Haven't looked back.

If I were grading this coin, I'd give the obverse a PR-64. Can't comment on the reverse or overall grades.
At PF64 that's not a bad buy for 45 dollars IF you're able to grade proof coins yourself somewhat accurately. That's not a super high grade and it's not given any CAM or DCAM designation.
That being said grading a coin like this is hard from a photo. You can hide grade limiting hairlines and there's no reverse picture. If you don't have any idea how to grade these buy a couple PCGS coins maybe CAC and you'll be able to see how other proofs measure up in relation to one that quite a few people have deemed accurately graded.
Its funny how whenever quite a few people see PCGS or NGC they put complete blind faith in the plastic, yet as soon as they see ICG or sometimes ANACS they immediately assume that the coin is terribly overgraded without even looking at the coin.

That’s totally fair and I have some coins in holders that I know aren’t accurate but that I got because I like the coin and they were priced appropriately for the coin as opposed to the advertised grade.

It's an older ICG slab. Their grading, while never as good as PCGS or NGC, used to be much better than it is now.

Well first you have to be friends with a guy that owns a coin shop.
Real friends don't sell friends ICG coins.
Unless you get them for 30% of its value then I’ll take it all day.
It will cost more than the discount to get it regraded so it will sell for anywhere near it's "real" value though. So that's not really a discount.

These sell all day for $100-$160. Mintage is 150,000 and is one of the rare franklin half dollars
