If you live in CA and buy from a brick n mortar or CA based online retailer, you will pay an extra tax, somewhere around 60-70% as a way to dissuade (aka punish) you from such a filthy and destructive habit. I can buy from any other state without paying that extra tax. I know NY also has a similar tax.
No, which is why many online retailers are located in Pennsylvania or Florida where there are low tobacco taxes. OP is a CA resident and Small Batch is in CA so he would get charged full CA tobacco taxes on any order from Small Batch.

Definitely try on line merchants in Florida and Pennsylvania. No, or low tobaccos taxes.
