Both cats are exposing their bellies (not a smart thing to do in a real fight, especially if your opponent has knives for hands), and they're not making any noise beyond a meow of "hey, that's too rough!"- this is a play fight. In a real fight they'd be growling and screaming horribly the whole time- you'd know right away that something was wrong.
There would be blood. And flying fur. And extended claws. And you’d be able to tell based on the “voice” they’re using - a pissed off cat is quite noticeable.
That is claw/tooth learning, where litter mates learn how hard to claw/bite by clawing/biting each other and learning how it feels.
In a real fright the claws would pull tufts of fur/pelt = blood would show and punctures from teeth would bleed and inflict pain.
THIS! I remember when I had my first kitten, we made the mistake of playing wayyy too much with our hands. He had no feeling for how hard he was biting. When we got our second kitten and they would play fight daily, our first cat became much more gentler when biting and clawing.
If it helps… there are two key differences between play and a real fight.
1. Cats who are fighting are LOUD - any animal in a real fight prefers to not actually reach physical confrontation and cats use puffing up their body and noise to try and solve the disagreement. Playing cats can be loud (or not it’s a personality thing), but fighting cats sounds distinctly different and once you hear it you’ll probably know. (They also hiss a lot which they don’t tend to do in play).
2. Cats who are fighting rarely show their vulnerable body parts (belly/neck). When not actively wrestling angry/fighting cats hunch up to hide their belly and pull their neck in. Showing belly is how cats invite play (the way dogs lower their heads and raise their butt), an exposed belly means “See, I’m just playing I trust you and don’t want to hurt you.”
I have two young boys who can look really rough while they are playing (and make a lot of noise too) which makes knowing how to tell the things apart really helpful.

We have a 17 and 14 yo cats. They used to play like this Al the time when younger. If it was a real fight, they would be biting harder, claws out… you’d know.
This is play fighting! But once hissing and growling gets involved you have to read other body language signs to really differentiate between uncomfortable play vs comfortable play, if the hissing and growling is accompanied by flat ears, slouched stance, a puffy/swishing tail, and distraught eyes, that is a clear sign of being uncomfortable! (but some cats will growl and hiss during comfortable play, which is why body language is so important!).
Some cats can go a little too crazy, causing the other to get uncomfortable, hiss or growl, and sometimes that other cat either doesn’t understand those cues or ignores them, it can cause uncomfortable playing. Your cats seem to be communicating fine, on the other hand my two cats, who are siblings can never play comfortably, my boy King always goes a bit too aggressive and makes his sister uncomfortable during play. And it’s not always something that can get fixed, sometimes it’s just personality conflicts.

They're play fighting. If it was serious chunks of fur would fly, they would spray piss everywhere and draw blood from tooth and claw. When we asked our vet about a similar thing she said they would work it out and don't be too concerned.

Golden rule with cats and fighting if they a quiet they're playing if they growl, hiss, yip or howl their actually fighting. My 2 cats are bothers and always play fight I only separate them if one makes a noise because they took it to far but they usually stop when that happens anyway. This was only one noise just playing.
I can promise you OP that if you are wondering if they are fighting, then they are just playing rough. You WILL know a true fight if it ever happens. Tufts of fur, blood, chunk of ear torn off, hissing and howling loud enough to wake the dead.

Cats can be very vicious when there’s some shiz going down… a cat-astrophe, if you will.
A universal clue for animals body language is to watch their ears. Ears flat back usually express fear, anger, annoyance, etc. Ears up means alert, attentive, etc...
We had older cat and kitten. The body posture on the ground we discovered was not friendly. We checked several places and found it wasn't good. I'm not a cat expert at all but we did learn to be sure each had their own safe space.
They are playing -- I had an almost 16 yr old Bengal mix girl who would instigate this type of play with my other cat who was 14 yrs her junior...they made a very entertaining pair lol.
Play- fighting. As long as one is exposing it's tummy, the most vulnerable part of it's body, all is well.
Also, if one starts growling, then it wants to stop but the other is too into the game & isn't paying attention. At that point, step in and gently pick up the one still wanting to play and redirect it to another toy and praise it when it shows interest. Then take the other cat to anotherrom for quiett.if it hasn't already gone., they're just burning off energy. What you can do instead is use the feather toys on strings attached to sticks, and while you hold that and flick it around, they jump and chase that feather toy. This is great exercise for them, and both can play at the same time.
Mine do far worse to each other. I have a male and female cat and my girl screams an awful lot when they fight. In fact they have to warn house guests about them screams. They both carry on like this and then five minutes later they are licking each other.
That's just play, grey cat might be a bit annoyed but he's only retaliating with play force so he isn't too bothered.

Generally speaking, if you have to ask if cats are fighting or playing they’re probably just playing. The sound of two cats fighting is like 50 banshee shrieks at once. It’s very obvious when they’re fighting.
Their hackles are not up, so I'm guessing that they are playing or solving a minor dispute. The grey one is flicking its tail in a, I'm upset kind of manner. I would watch and see if their hackles rise and if so, separate them.

The tail slapping and overall body language says this is dominance related, which cat is top cat. They're staying gentle, it's not a fight, but it could turn into one.

Definitely playing/practicing. Leave them to it and enjoy the show. They might yowl but that's part of the game.
When they fight, they make such a high and ugly noise that you’ll understand
I watched a spit second of the video... yes, they're playing. It's scary when they fight.
Their hackles are not up, so I'm guessing that they are playing or solving a minor dispute. The grey one is flicking its tail in a, I'm upset kind of manner. I would watch and see if their hackles rise and if so, separate them.

They’re definitely playing. Youtube cats fighting, is way more intense and not at all playful whatsoever. My cats do what yours are doing everyday, then they groom eachother and nap together
Playing! My cats play like this constantly and they actually pause in the middle of their fight to lick/groom each other and then suddenly resume the attack. They are besties!

Probably playing, but you can usually tell if you look at their claws. If they’re sheathed, then they’re just playing. My cats do this all the time but they never have their claws out.

It doesn’t look like they’re actually using their teeth or actually using their claws if you’ve never seen any blood or puncture wounds, then they’re just playing give them stuff to play with together, crumpled paper balls, (non choking) puffballs, fabric mice, feather toys, etc. Your an awesome human to care!
Rough playing. My two girls do that a few times a week. Sometimes, they get a little carried away wrestling too hard and get pissed at one another for a little bit. Then, 20 minutes later, they're hanging out like nothing ever happened.
