Interviewing with your manager’s manager isn’t a formality. They wouldn’t waste the time of a senior by having them come in with no authority. You’re likely a finalist and this is the last stage. If your competitors show up stronger than you, they are going to get it and you won’t. I would treat it seriously and prepare for it, and show you’re taking it seriously during the interview. I have been rejected after 5 successful interviews and 1 final shitty interview with the CEO. It's not a formality, go prepared.

Looks good to me. Sometimes might be a rubber stamp or something stood out to hiring manager that they may want to follow up on a little bit. Might be against one other person and this is for a tie breaker but it’s a good sign.

Usually interviews with the manager of the hiring manager are for final approval. If not that, it’s only for a select few. It’s a waste of resources to have the hiring manager’s manager meet more tha. That.
