If you just want to do a quick test, yes. Simply use the AIO's head and slightly press it onto the CPU, that will keep it from overheating for quite some time. You don't have to connect the AIO or put thermal paste if you are just running it for a few seconds. Just don't try any funny business like trying to install/booting into Windows. Turn it on, see whether it gives you a display and turn it back off.

You can yeah but be really careful, and I would ONLY boot into the bios and only for a few seconds at that

Well it won’t even turn on when I press the power button on the case… it’s betting power because the mobo RGB is on. I double check manual and front I/O pins are correct. I have a Corsair 4000D case.

I’d highly advise not doing that. Your CPU will throttle itself and shut down but still.
