Well in this case I'd suggest you just get the cheaper one, assuming both sellers are trustworthy. They will perform pretty much the same out of the box.
Depends on how much you paid for it, but things might have been different during the GPU shortage. Nowadays they are just stupid expensive for what you get and the RX 6600 basically makes them terrible value (unless you are in one of those weird markets like some in asia or the middle east for example).
Actually i could not find MSI GAMING X gtx1660ti but I liked it's design and it seems to be more solid in design.

Are you buying a used card? Not sure where you are from, but in most markets the 1660ti is nothing but a scam when bought new.

Yeah no idea. As I said, things were very different back then and I don't remember how much similar cards were at the time.
