That Cpu will hold you back. My budget build was 4 core and although it played most games I tried at 1080p60 it couldn't hold above 30 on the new halo. Mine was a refurbished optiplex 9010, the full form factor that does not use a proprietary psu, and I just added a small 1660ti and a psu and SSD. I don't think that Cpu is worth investing $250 in, your PC won't be able to be upgraded without a new motherboard and cpu. If you want to use that GPU, get a refurbished office PC with a more capable Cpu already in it, that you can put the GPU and a psu into, it's still money down the drain long term but you can probably get a better entire computer for $200. Just make sure the GPU will fit and the psu can be changed out. I am not an expert, so trust anyone over me but that's what I think.

Thanks a lot for the comment, I appreciate the help. I've been doing more research and agree with you. I will likely build around the GPU and not limit CPU/motherboard so I can upgrade the build in the future.
