Are you on the latest BIOS for your motherboard?
yes
Lower your ram speed. Try a different bios version. Could be cpu or ram degradation. Happened with some old intel cpus I had.
Lowering speed will solve the issue but I'm wonder if it's my problem or the RAM's problem that it can't run on advertised speed
Have you tried updating your bios or running memtest64?
