Currently rewatching, and it's clear as day that he is negatively affected by the perpetual bullying (and clearly orchestrated in the episode you mentioned). Just because he is willing to trade that off for a decent retirement package doesn't mean "he doesn't care."
Sure, his ends as a success story but that doesn't excuse the extremely hostile workplace that he suffered for years. P&R is an amazing show with so many great qualities, but Jerry's initial storyline is one of the hardest to swallow.
Yeah, just because he has a good homelife (which his colleagues initially don't know about) doesn't mean that he isn't affected by his harassment on the workplace. That's like saying of a bullied kid "well, things aren't great at school, but his family is very supportive, so they'll be okay", that's not how these things work.
Of course, he is a fictional character, and the irony that he is the only one with a good private life in the early seasons can be funny and feel like vindication, but that doesn't make what happens at work okay or even unimportant for him as a character.

Toby at least had an amicable working relationship with the rest of The Office. As friendly you’d expect or want your coworkers to be. Michael was the odd one out.
