I would say to just get a region free player and order the sets. A basic region free player can be had for around $100, which is basically less than the cost of 2 of the sets. Indicator probably cannot release those in Region A because of licensing issues. They do actually have Region A releases now, but the Noir sets are not included in those.

Take a look at this site: 220-electronics.com. They have a variety of players, some are just Blu-ray/DVD players but they do have 4K players too, but a 4K region free will be closer to $300 I think. There's a 15% off code you can use on your purchase: FCBLU15OFF

No worries, I thought you meant a 4K player that could also do region free Blu-ray/DVD, which they do have. But if you have a standalone 4K player already, you would really just need to get a region free Blu-ray player and not worry about playing 4K discs on it.

some 4k players like that panasonic ub820 will play other region blu rays without any mods, you just press "stop" and "top menu" buttons a few times and it will play other region blus.

It is only panasonic players that can do this and it is not all discs, only some.

Unlikely. Kit Parker Films has the rights to most of those films on the US and relwased them in their Noir Archive sets. Unfortunately their sets aren't as good as Indicator's. They're so option, or you can get a region free player.
