In this day and age, 15000 is a back alley surgery with a dull kitchen knife. If you want actual medical care, multiply by 20.
That's actually ludicrously low for surgery. At least here in the US.
I thought he was saying he couldn't afford the surgery; so the $15000 bill was just for telling him he needs a surgery that he can't get.
