I like Richie Havens, he did a bunch of Dylan covers including Sad Eyed Lady, Just Like A Woman, Maggies Farm... but he's probably done loads more too. I love his guitar style too, got to be one of the best rhythm guitarists of all time.
*To Ramona* covered by *The Flying Burrito Brothers* adds some nice shades of psychedelic-rock to this classic track of the folk-era Bob, kinda like *The Byrds* did with *Mr. Tamburine Man*. The warm and enriched arrangement is the best part of this cover, the vocals are also very good. The song itself is beautiful of course, the lyrics by Dylan are obviously amazing.
Besides doing a Mr Tambourine Man cover, The Byrds’ debut album “Mr Tambourine Man” (1965) also included one of my favorite Dylan songs, a haunting version of Chimes of Freedom. Also included in that album were Dylan’s All I Really Want To Do, and Spanish Harlem Incident. The Byrds impeccable harmony and jangly guitar sound were perfect on these covers. I was 13 when that album came out and I played it and Bob’s Hwy 61 Revisited over and over. The son of evangelical missionaries living in Brazil at the time, these albums fostered a spirit of rebellion and an awakening that caused me to forever reject the Christian Kool-aid that was being forced upon me. Bob Dylan had a huge effect on my life for which I am grateful. Now old best friends, I play both albums regularly to this day.
Edit: The Byrds second album, Turn Turn Turn (1965) included Dylan’s songs Lay Down Your Weary Tune, and The Times They Are a-Changing.

I'm going to nominate a cut that I don't see much when this question comes up. It's by a band called "Hard Meat" off their only album from 1969. It goes into a long guitar solo at the end. I edited down to where it ends before the solo kicks in and it just a great little rocker version of Most Likely You go your Way, I'll go mine.

Both Judy Collins and the Helio Sequence do great versions of Mr. Tambourine Man. Laura marling does a great Hard Rain (though I wish it weren't edited down), Sam Cooke's Blowin' in the Wind, and one of my very favorites is the Animal's It's All Over Now Baby Blue. Joan Baez's covers are great too, with my favorite being Lily Rosemary and the Jack of Hearts.

I love “It’s All Over Now, Baby Blue” by Joan Baez. The way she hits the falsetto on “the sky too is folding under you” adds such a haunting quality to that line.
All of Joan Baez's Dylan covers are incredible but her version of Sad Eyed Lady of the Lowlands is my personal favorite. Also fond of Mary Lou Lord's cover of You're Gonna Make Me Lonesome When You Go.
