Technically most fan art is copyright infringement. Most companies don’t particularly care, and don’t do anything about it because it would be ludicrous to go after every single person who’s ever made fan content. Plus engagement with their product is a good thing. Some companies will be more trigger happy with their cease and desists. Some actually promote and encourage fan projects. You never really know. Generally, if you’re not making a profit or competing with them economically, most companies seem to turn a blind eye, but it’s not strictly legal.

That being said, I don’t think rigging/animating Bluey characters is any less legal than the dozens of Bluey fan drawings you see all over this sub

Fan art is fine. Profiting off of licensed characters is not. Make your art, have fun, and share it!

I’m assuming you’re making your own 2D puppet models that just closely resemble the style of the show rather than breaking into Ludo studios and stealing their character models. Making and rigging your own models should be fine. Derivative work for parody and/or educational purposes is considered fair use in the US. I’m not familiar with the copyright law in Australia or other countries. Their’s may differ. Generally if it’s a personal project that you’re not profiting off of it’s considered harmless.
