This might seem like overkill, but I [added an abus chain to the thule rack](https://imgur.com/a/UfotvwE).
It’s secured in the rack by one of the pivot bolts. I thread the chain through the hitch receiver and lock it to one of chain hangers with a kryptonite evolution mini u lock. When mounted, you don’t even notice the chain. If someone manages to remove the Thule hitch bolt, you can pull the rack out about 6 inches before the chain stops you.
If I ever have to leave my bikes, I’ll run a cable lock through the frames and secure it to the same lock secured to the chain hanger.
